But why would the neue Rechtschreibung prescribe how to spell this word? The Rechtschreibung usually deals in general principles, doesn't it? Is this a particular example of a general principle?

I presume the word is regarded as assimilated and this is an application of §2 (double the consonant to indicate a short vowel, as in schlimm).

Maybe he meant it the other way: Leo only offers Tipp.

Richtig inkonsequent ist, dass die Rechtschreibreform zwar Tip in Tipp umgeändert hat, dafür aber Top/top nach wie vor mit nur einem P geschrieben wird.

Doch, war es. Jedenfalls im "Duden -- Deutsches Universalwörterbuch" von 1989.

Das ist es ja eben – die neue Rechtschreibung wollte solche Inkonsequenzen eigentlich geradebiegen. In einigen Fällen war das aber ein Schuss in den Ofen:

alt: gießen, goß; beißen, biß
neu: gießen, goss; beißen, biss

Das kann ich aber leicht kontern: alt Fluß-Flüsse, neu Fluss-Flüsse. Um eine wirklich logische Schreibweise des Deutschen zu schaffen, wären schon relativ starke Eingriffe erforderlich, die vermutlich niemand wirklich will. Abgesehen davon zeigt das Beispiel auch, dass jeder eine andere Vorstellung davon hat, was "logisch" ist.

In my opinion it was one of the worst features of the German spelling reform to attempt to 'Germanize' the spelling of foreign words used in German. Luckily the reformers weren't very thorough themselves (unlike in Swedish, they didn't suggest 'Miljö' for example), and many of their actual suggestions (e.g. Portmonee) weren't taken seriously. 'Tipp' was almost the only one to have taken root.

There are practical considerations. If you are in a Norwegian town and see a sign saying 'Senter', you (or at least I) don't immediately associate this with 'centre' or 'center'. I think it helps if international words are spelt internationally. Now I wouldn't advocate changing established spellings to accommodate this principle, but I think it's a bad idea to change established spellings to disaccommodate it.
