Kind of. I don't know how to say 'sich gestaltet' in English ("presents itself" maybe?) but basically the whole sentence is just a slightly complicated way of saying:

Die Lage der Juden ist in allen anderen Ortschaften auch so wie in dieser Ortschaft.

"The position of the Jews in these localities has developed no differently than it has in all of the others."

That's the sense. Or does your ellipsis indicate that the sentence continues?
