Kind of. I don't know how to say 'sich gestaltet' in English ("presents itself" maybe?) but basically the whole sentence is just a slightly complicated way of saying:

Die Lage der Juden ist in allen anderen Ortschaften auch so wie in dieser Ortschaft.
