Es geht um ein Stipendium wie es früher von der "Bayerischen Begabtenförderung" vergeben wurde (praktisch wie BAFöG nur man musste nichts zurückzahlen und es war elterneinkommensunabhängig). Sowas wird manchmal als "Vollstipendium" oder "Lebenshaltungsstipendium" bezeichnet.

full ride is AE and informal. The more appropriate translation for Vollstipendium would be full scholarship, as suggested by Spike BE.
