The prefix "bi-" is pronounced /bai/ in AE
-biceps
-bicentennial
-biennial
-bilateral
-bicameral
etc.

"cycle" can be pronounced either /ßikl/ or /ßaikl/. Either "baißikl" or "baißaikl" is an accepted pronunciation, but in the latter case the stress is on the second syllable. I think most people pronounce the second syllable short to avoid two long vowels in a two-syllable word.

Pronunciation: \ˈbī-si-kəl, -ˌsi- also -ˌsī-\ http://www.merriam-webster.com/netdict/bicycle - as you can see from the pronunciation guide, with the short "i" pronunciation the stress can fall on either syllable.

In English the letter I is often pronounced like this. I is pronounced multiple ways in English, and in bicycle it's pronounced like the I in "like" or "Ike" or German heiß or Streik. In other words I is pronounced quite differently. Many letters or letter combinations have multiple pronunciations in English.

A claim that one pronunciation is more correct ("richtiger") is not a very useful way to think of things. You can explore the historical, etymological, linguistic reasons if you want. But the basic reason is simply: that's how the native language speakers of that language say it. Sometimes pronunciations are logical and sometimes they're less so.

There are two underlying errors to this question:
1. As eric already mentioned, English derives from numerous sources (not least of which are Anglo-Saxon, Norman French, Latin and Greek). This leads to numerous pronunciations for vowels and clusters. As an example, consider
-cough
-tough
-through
-though
-slough
-hiccough
Each word has a different pronunciation for the cluster "ough". Remember, English orthography is not phonetic. That's why we have spelling bees and German does not.

2. You write as if you were under coercion to use standard pronunciation. You're not, but if you create your own pronunciations based on a faulty understanding of the language, don't expect anyone to understand you, and expect people to provide you with accepted pronunciation. You are under no legal, moral or ethical compunction to use standard pronunciation. I am under no legal, moral or ethical compunction to understand you (or even try).

Die Aussprache ist abhängig davon, auf welcher Silbe der Akzent liegt oder mehrere, wenn es Nebenakzente gibt. Dementsprechent werden die Silben betont oder unbetont. Bei by-cycle liegt der Akzent auf der ersten (oder vorletzen) Silbe. Es gibt Regeln, die ziemlich genau beschreiben, wann welche Silben betont werden u.a. abhängig von der Silbenzahl eines Wortes und der Wortart. Daneben gibt es jedoch auch Ausnahmen.
Im großen Ganzen kann man aber sagen, daß es mit Erfahrung möglich ist, auf die Aussprache sehr vieler unbekannter Wörter im Englischen zu schließen. Letzte Sicherheit, besonders bei Eigennamen und Fremdwörtern gibt ein Aussprachewörterbuch, wie im Deutschen auch.
