    "neutralization" - in international law

    in my textbook I came across the word "Neutralization" in the context of international law. it says

    "National laws establish conditions for foreigners to travel and visit a state's territory, to work there, and sometimes to become citizens (neutralisation).


    -Does anybody know where this word comes from in this context? My understanding of neutralization is to neutralize an acid or a threat. What would be your explanation?
