Sorry, ich merke gerade, dass ich 'it takes' sagen würde, nicht 'needs'. Ich war zu sehr auf 'it' konzentriert.

Grammatisch möglich ist es schon; schön finde ich es nicht.

I appreciate your answers and know that they sound definitely better. But I am grading exam papers and therefore I should know what is grammatically correct (even if it sounds queer) and what not.

Okay. Nur manchmal sind die Sätze relativ, sagen wir, extrem, und sollten so nicht in die Öffentlichkeit gelangen.

It needs critical consumers to control the food industry.

The sentence above is not possible. You could say:

1. It is necessary to have critical consumers to control the food industry.

2. It is necessary that there be ...

3. It is necessary for there to be ...

But all the above are a bit awkward. Better is the passive voice:

4. Critical consumers are needed
