US-International includes a lot of two-key sequences that cover both German and several Romance languages.
" + a, o, u = ä, ö, ü
CTRL + ALT + s = ß
CTRL + ALT + , = ç
~ + n, a, o = ñ, ã, õ
' + a, e, ... = á, é, ...
` + a, e, ... = à, è, ...
The only thing is that because ' and " are part of the combinations, if you want quotes you have to type a space after the quote character, which then disappears.
It's probably not as practical as just switching from a German to an English keyboard and vice versa for someone who uses only those two and is constantly writing, but for occasional writing in a choice of languages, it suits me really well.
