Das ist will in der Bedeutung "wollen". Das gibt es seltsamerweise nur in der Verneinung, ist aber ansonsten ein völlig normaler und korrekter Gebrauch, der viele Silben spart.

Mit "she didn't want to say" wäre es sicher nicht so erfolgreich gewesen ;)

Bei "she won't let him go" ist der Nachteil, dass es doppeldeutig ist:
sie wird?/will? ihn nicht gehen lassen

She won't let him go für sie lässt ihn nicht gehen. Ich hätte ehe doesn't want to let him go verwendet.

Used as an equivalent of "wollen":

"...doesn't want to..." is much weaker, expressing desire or, in your example, lack of it.

"...won't..." expresses strong intention, so in your example incorporates a sense of refusal.

'won't' in this sense is more than 'doesn't want to'. Rather, it means 'refuses to'.

Likewise, 'will', when stressed, can mean 'insist on'.
