    Even if it had been the rich who brought about the transfer of decision-making authority from the popular assembly to the offices, it would have made little sense for them to give the economic equivalents of hostages (in order to commit themselves to keeping promises made before the election) without an increase in demand for public goods having taken place at the same time. 

    Wenn der Satz nicht mit "even if" eingeleitet wäre, schriebe ich "if an increase ... had not taken place ...". Ist die Konstruktion mit "without" ein geeigneter Ersatz?

    is not the equivalent of "if"

    In principle I would say the answer to your question is yes - although I wouldn't consider it bad style to have 'Even if' and then 'if', which is what I think you're trying to avoid.

    But I'm not sure about the 'Even if', though of course I don't know the facts.
    Even if it had been the rich who brought about xy ... suggests to me that it wasn't the rich who brought it about. Is that what you want to say?
    If they did bring it about, I would say 'Even though it was the rich who had brought about ...'.

    Vielen Dank! "Even if" ist schon das, was ich sagen möchte.

    Wohin geht dann die Tendenz hier? Zu "if" oder "without"?

    I've read the OP a few times and am still not sure what it is trying to say. I don't think it's my problem. Try making two or three sentences out of it.

    I don't understand it, either. First, what is "the popular assembly" and what is meant by "offices"?
