I heard ‘on fleek’ for the first time earlier this year (on a British podcast). The host used it in reference to her eyebrows and one of the guests responded with something like 'I don't even know what that means', which elicited general laughter but no explanation. From this I deduced that it was pretty well-known, but that there were a few other hold-outs to keep me company in out-of-touchville. I wasn't quite intrigued enough to actually look it up, so I wouldn't have known how to spell it before reading this thread.

Habe gerade den Slogan Fleet on Fleek auf einem Flixbus in LA gesehen.

The term appears to have been coined by 16-year old Kayla Newman:
"At 16, Kayla Newman had her “eyebrows on fleek” saying popularized through a recirculated Vine video and became slang for “flawless” and “perfection”. Kayla’s unique saying was used by brands like Domino’s, Ihop and Denny’s in advertising – without her ever seeing a dime."
