The apostrophe is wrong.
The sentence is a bit odd: I guess he is referring to the present war, not wars in Ukraine in General. So he should use an article: "The war in Ukraine ...". I don't think it's an exercise, either, that seems an inappropriate word. I guess it is probably a truism, that the longer a war goes on, the more important logistics become.

As for 'exercise in logistics' or 'logistic exercise, they seem to be used, goggle pretty well.
