When talking about their status, you're probably stuck with legal.
However, you can talk about "lawful entry" into the country, "licit activities", "rightful demands" and "legitimate benefits" and such things. In the right context, any one of the following words might be used as a synonym for legal: lawful, licit, legitimate and rightful.
-Lawful may apply to conformity with a law of any sort (natural, divine, common, etc.) (lawful search, lawful king)
-Legal applies to what is sanctioned by the law, especially as it is written (a legal opinion, legal standing)
-Legitimate may apply to a legal right or status but also to right or status supported by tradition, custom, accepted standards (legitimate claim to the estate)
-Licit applies to what is permitted by the law and is in strict conformity with the law and regulated by the law (licit commerce in restricted narcotics)
Judicial status would be their status before the court or as defined by the court.
