    CAn this phrase be used in the following context?

    There is a backwards movement of migration to country XY.

    (The idea being that the number of immigrants is decreasing.)

    Good one. Yes, it can, but the writer probably means to say a reverse movement or a movement in the reverse/opposite direction, or that the trend in immigration has begun to reverse itself, etc.

    A backwards movement would mean that the immigrants walked forwards out of the country, and now, without having turned around, still facing away, they are walking backwards, facing in the opposite direction to the direction of travel. Like one person carrying the end of a table or a sofa, or like a film being rewound. (-:
