Specifically with regard to "culture" or "civilization" I think you find both - upper and lower case. They ought to match in the same piece of writing, either both upper case or both lower case.

Du würdest aber empfehlen, in einem Satz beides gleich zu schreiben, also in Kombination mit "oriental" dann vielleicht "western" doch lieber klein?

Ich würde auch eher zum "gleich schreiben" tendieren, sonst sieht es für mich sogar nach einer Art Wertung aus. Aber - bin keine Englisch-Muttersprachlerin!
