    The US Cyberstructure and Infrastructure Security Agency (for instance) distinguishes between a "digital signature" and the broader term "electronic signature" : "a digital signature—a type of electronic signature—is a mathematical algorithm routinely used to validate the authenticity and integrity of a message." (first link above)

    I think the QES are digital signatures, and I think Behörden use them, though apparently they no longer have to on emails (second link above).

    So I think a Behördensignatur is the digital signature of a government agency (or in the German context, authority).

    Hinweis: Zur Terminologie: Unterschieden wird zwischen „elektronischer Signatur“ (oder auch „elektronischer Unterschrift“), die ein juristischer Begriff ist, und „digitaler Signatur“, womit ein kryptografisches Verfahren zum Erzeugen einer qualifizierten elektronischen Unterschrift gemeint ist.
