@ 3: Ich bin ja auch kein native speaker, aber ich meine: Nein, "under the aegis of provisions" geht nicht. Under the aegis geht nur mit einer Person oder Organisation als Schirmherr: under the aegis of someone/the UN/Microsoft/Bill Clinton
