Competence is almost a false friend; weaker than Kompetenz - a dictionary definition: " ability to do something to a level that is acceptable"

Expertise you can rely on. Past, present and future.
Expertise you can rely on. Always have done, always will.

Not sure about "always could", as it refers only to the past.
