It depends on the context, whether you use 'evil' or 'badly'. The original French refers to the order of the garter and would probably translate as 'badly.' However the German 'böses' could also mean evil in a different context

To me it's not about thinking badly of such things in the sense of disapproving of them - it's usually said when the preceding statement could be construed as an innuendo (I'm familiar with it as "Ein Schelm, wer Böses dabei denkt", incidentally). In casual American usage, we would probably say something like "Get your mind out of the gutter" in a situation like that, which is admittedly much less elegant.
