It really isn't very clearly written at all, but it's not wadialnasara's fault, it's the original author, I'm afraid, unless there was some punctuation that wadi has left out.
Is it, for instance, centralized (1) resources[,] (2) assets[, and] (3) capabilities?
Or is it (1) centralized resources[, and] (2) assets/capabilities?
And whatever that is, is it all a subhead under Obstacles in building transnational organization[s], or only some of it?
Also, is it [lack of (1) slack, (2) motivation[,] and (3) ability] [to respond to local needs]?
Or is it (1) [lack of slack], (2) motivation[,] and (3) [ability to respond to local needs]?
Whatever it turns out to be, I would tentatively vote for noli's and Woody's suggestions in #7 and #9. The point seems to be that the organization needs the flexibility to respond to local needs. I think it also needs the motivation and the ability to do so, but I can't swear that's what the author meant.
The other direction, followed by cryme, Mausling, Hermann J., penguin, and MrMe, could theoretically have been right, but I doubt it is, since responding to local needs is something positive.
In any case, in AE especially, slack is now much more common in the sense of Flexibilität, Nachsicht, etc. See the many other threads on cut+slack linked in my post in the other thread.
