That is a good alternative but in my understanding, it slightly changes the meaning, giving both technicians the same weight. In the first sentence, the German technician is a little bit more stressed.
At least, that was the intention behind using “alternatively”.

Sorry, I don't detect ANY stress in your version. Both parties have the same weight there as well.

If you WANT to destress the Chinese technician, you can say:

Installation can be carried out by a German technician or, alternatively, by a Chinese technician.

I,too, can find no stress in your suggestion to indicate that it is not desirable that the Chinese technician be second choice.

if it is necessary to make clear that the Chinese technician is so lowly thought-of , then don't beat around the bush, but say so plainly:

"...carried out by a German technician, or, if absolutely necessary, by a Chinese technician"
or
"...carried out by a German technician, or, in an emergency, a Chinese technician will do."
or
"...carried out by a German technician, or, if none is available, it is allowed to use a Chinese technician."
