If the context is comparing two options, or comparing the good and bad results, and adding up whether the net result is positive or negative, especially in the present, then 'It's a wash' means it doesn't matter, the end result is the same either way. In #1 in this thread, Rodos suggested translating that as Nullsummenspiel,
or I would think maybe something like '(sowieso) egal.'related discussion: a wash - #1
If the context is completely negative, especially in the past, then 'It was a wash' means it was useless, a failure, a waste of effort. That's the meaning in the original post in that same thread, and also other threads from the forum archive.
