I would understand it here a bit more broadly than that.
It seems to be a not entirely unpopular locution in religious contexts. Two samples (from Christian sites):
"And while there is a rare and palpable rhythm to life on campus involving daily prayer, life in community, and hospitality, Saint John's is not a place to retreat from the world, but rather a place that prepares men and women to engage the world."
"As followers of Jesus, we are called to a mission of engagement in, not withdrawal from, the broader world. To faithfully engage the world means we must be fully present within it."
---i.e., precisely not withdrawing from the world but going out into it and encountering it
