I'm dealing with a discussion of the Austrian constitution which quotes the whole of article 142 in abbreviated form without much discussion. I am also curious about the specification 'österreichisch', which at first made me think this might be the European Council, but I think this provision predates Austria's accession to the EU.
It seems rather strange to me that a document as important as a country's constitution can use a word as generic as 'Rat' without specifying which of numerous possible bodies of this name is meant.
Edit: re edit in #2 -- yes, thanks for pointing me in this direction, but it just translates in the way I had already done -- there isn't really any other possibility. But I still don't know what it means.
Edit 2: the only other occurrence of the word 'Rat' (not as part of a compound) in the whole constitution is in article 23i (1), where it specifically refers to the European Council (and, incidentally, of the duties of the 'Austrian member' thereof).
