E.C.I. deutet auf Regierung hin. Hätte vielleicht erwähnen sollen, dass die Stelle aus einem Roman stammt und leicht Fiktionales nicht auszuschließen ist, aber das schien mir für den Begriff nicht von Belang. Google bietet übrigens auch Treffer für 'Article(s) of Note.

It appears that Exceptionally Controlled Information is a subcategory of Special Intelligence, which in turn, is a type of Sensitive compartmented information (SCI), which belongs to the top secret classification.
