It seems possible that Trump is used to dictating his written statements verbally, whether to a secretary with a steno pad long ago or into a tape recorder or smartphone with speech recognition today. He might even be a learning type who would have been described as mildly dyslexic if such a diagnosis had existed, or just not great at spelling, which is not a character flaw, just a talent or lack of one.
To a computer, the distinction might indeed not be so obvious between
(one-)thousand-twenty-fourth,' or whatever the correct way to say and write that is.
The moral of the story is of course that it would be smarter to dictate the tweet to a secretary at 9 am and let another person check it before hitting Send. But if he were willing to do that, he presumably wouldn't be up tweeting at 5 am in the first place, instead of, say, rereading 'How to Win Friends and Influence People' or whatever his scripture of choice is.
