I've googled, and it is to do with "dual-mode".
Here it is being used in communications technology.

Does this text have to do with cell phones? There are the common terms "Dual-Band Handy" or "Dual-Mode Handy" that means the phone can operate on 2 different frequencies or in 2 different networks, GSM and UTMS. Just replace "Handy" with "cell phone" and you have the E. terms.
But in your example it appears to be used completely differently and maybe even unneccesarily.
