This change of approach can be attributed to the increasing number of patients with insurance coverage, restrictions on their access to statutory health insurance-accredited doctors, and the dependence of salaried doctors on the worker-dominated sickness funds (which, among other things, led to a decline in the social status of this group of doctors).
