Some background: HIPAA (Health Insurance & Portability Act) is a US-law that governs how patient information is handled and protected by institutions like hospitals and other healthcare providers. It was enacted in 1996 and continuously extended to cover and include more aspects and entities. It now consists of 4 main Rules:

Privacy Rule

Security Rule

Breach Notification Rule

Omnibus Rule

In the text I am working on at the moment (link above) I've decided to translate all key words like "Covered Entity" (Betroffene Einrichtung), Privacy Rule (Datenschutzregel), etc.

My problem is, I don't know how to translate "Omnibus Rule". I dont just wanna leave it as is since that's not the approach I've opted for thus far. The Omnibus Rule under HIPAA is like a "Regelkonglomerat" but I obviously need a better word for it. It means it kinda combines various rules into one and is somehow incorporated into the HIPAA law.

There's no German wiki-entry for HIPAA and most German articles that cover the topic have chosen not to translate this one.

Any ideas/suggestions?
