The entry in

for Willensbidung gives "formation of the political will" , "determination of political goals".
"The political will" sounds odd to me, though.
I would be perfectly happy with "Protest contributes to the formation of political will in a democracy".
But that definite article worries me, because it makes me wonder if the author using the term "political will" in the sense that a NES would normally understand it.
One definition of "political will" (no article) that accords with my layperson understanding of it: "A shorthand definition of political will is: the commitment of actors to undertake actions to achieve a set of objectives (...) and to sustain the costs of those actions over time."
