There's a deadline for registering and another deadline for paying the (course*) fee.

Ich habe einfach angenommen, dass es um einen Lehrgang geht, sonst ersetze einfach "course" oder lass es ganz weg.

Oder vielleicht (ich weiß nicht, in welchem Kontext man so eine allgemeine Aussage trifft, also ohne die konkreten Daten zu nennen) etwas wie

... have to register by a certain date and then pay the fee within x weeks/days

Those interested have to register by a first deadline and then pay the fee by a second deadline.
