    I second that

    Kontext/ Beispiele
Was bedeutet 'I second that' ?

At a meeting of any body (trade union, government committee ,political party meeting...whatever)a motion (proposal for future action by that body) cannot become open for discussion until it is seconded or has a seconder. The person seconding it may then speak in favour of the motion or it may just be forally seconded by someone saying 'seconded' or 'I second the motion' If after discussion the proposal is agreed by voting, the motion is then said to be 'carried' not 'passed' as is heard sometimes. (Passing a motion has an entirely different meaning).
The expression 'I second that'can be heard in everyday speech.
In the example quoted 'I second that 'emotion" there is either a misprint or the writer or speaker is being humorous. Either way it just means what Anneli has said.

I second that emotion is a quote form James Brown - the soul singer. It is a twist on 'to second the motion' .

James Brown is known for his sensuous music and I second that emotion is used to state agreement that goes beyond a simple yes. It is an emphatic, lusty yes!

Almost right - and it could be James Brown but it isn't. It's from

    I Second That Emotion
    Smokey Robinson and The Miracles

(Written By: Smokey Robinson and Arthur Cleveland)

Maybe you want to give me kisses sweet
But only for one night with no repeat
Maybe you'd go away and never call
And a taste of honey is worse than none at all (oh little girl)

    Chorus:
Oh little girl, in that case I don't want no part
That would only break my heart
Oh, but if you feel like loving me
    If you got the notion
    I second that emotion
Said, if you feel like giving me
    A lifetime of devotion
    I second that emotion

Maybe you think that love would tie you down
You ain't got the time to hang around
Maybe you think that love was made for fools
So it makes you wise to break the rules

    Chorus
Oh little girl, in that case I don't want no part
That would only break my heart
Oh, but if you feel like loving me
    If you got the notion

JGMcl and S (corrected by Surfer) are correct.

BTW: Robert's Rules of Order (Henry Martyn Robert. - Newly rev. - Glenview, IL : Scott, Foresman, 1970; etc.)is the standard work in the US for rules of holding meetings, and terms such as "move," "table" are explained therein.
