The meaning is those moments of forgetfulness which embarrass those over sixty (or less), as e.g. when they momentarily forget their mother's name or worse still their wife's name - I've committed the latter crime - violence was her unequivocal answer.

You just say 'Sorry, having a senior moment' when you forget something you were going to say.
