    The context is a new contemporary art institution that will be built up gradually, piece by piece, on a bit of city land. But HOW is "städtischer Grund und Boden" supposed to translate? It definitely is a typical expression for urban development projects but I have no idea what the English equivalent would be. Any input greatly appreciated. Thanks!
