It's an figurative expression with the connotations of living of a provision of food. So it is mostly used, when there is to be expressed the difference between a current deficiency and former times of better feed.

Zehren (obsolete) basically just means, to nourish on sth., but there is a connatation of sorts, that gives it a touch of …meagreness. You can also sich verzehren: to exhaust, weaken your physical power. Sich nach etwas verzehren expresses a longing towards some object of desire. These meanings are not contained in the requested examples, but their character might somehow be responsible for the ›meagre‹ connotations.
