    I had never really thought about it before but it seems to be that when talking about Customs (meaning the Authority) it is written in capitals - have a look at the wiki article for comparisons of use.

    I agree.

    "Customs" (capitalized) refers to a government office/authority, whereas "customs" (lower case) means things people are used to doing (Germ. Gebraeuche).
