Yes, Hein: Gemeindebauten are community-subsidized tenement buildings, often in huge ensembles (Höfe). They used to have a very Socialist image (interwar Vienna was a place of pilgrimage for council-flat designers, really a giant leap into the future, with workers having bathrooms with tubs, and integrated services like daycare, washing saloons, senior citizens' meeting places, tenants' advice etc.) As of late, lots of the inhabitants turned away from the Left, voting for Jörg Haider instead. But with the imminent implosion of that particular Luftballon, things might change again.
At any rate, the associations nowadays are: bleak-and-cheap architecture, jogging pants in the street (non-jogging:-), wife-beating, no future, rude language, unemployment-cum-beerguzzling-at-10AM, protest voters, or no-voters at all
