    'Barroom eyes' sounds to me like an ironic twist on 'bedroom eyes' -- not a come-hither expression, but a blank, vacant expression, maybe typical of sad people in bars? Or vacancy in the sense of a room available, like at a motel where a neon sign shines 'Vacancy'?

    There are other strange spots. He seems to have coined 'stand on file' in a sense sort of combining 'go on record' + 'stand firm.' The 'blue walls' seem to be her eyes, blocking him out, denying him the chance to see her true self (or only if he looks hard)? 'Electric' seems to be meant as a noun, in the sense of 'electricity,' even though it isn't. No idea about the carpetbaggers; maybe there's a story behind the song.

    Vacancy here can also be translated into "accomodation available", meaning a certain readiness for intimate interpersonal contact.

    "Blue walls", in one way another, may also refer to either of these:
