Is it a passive sentence? statt kommen - kämen? Or can you just drop the "so"

Dropping the "so" wouldn't change the meaning nor would it be necessary to modify the new sentence. So imho you can drop it. In this context, "so" means "thus" or "this way".
But it's not passice voice. If it was passive the construction would be "werden gekommen" (would not make any sense). maybe you mixed it up with the future tense:
Die beiden Gewinner werdenso mit einem Experten hautnah an das Renngeschehen und die Rennställe der Königsklasse heran kommen. Actually, it would be better you use the future tense, since the winners have not been determined (though you would need more context to be sure).
