Es geht mir um die Position des Wortes "promised". Kann man das auch VOR dem "good" stellen wie im Deutschen? Ich finde das klingt unnatürlich.

No, you can't put it in front of "good." But to avoid the doubling of verbs ("were," "are") you can elide the first:
"The good working conditions promised are a lie."
