I didn't realise this was a set phrase in German, but looking on Google it does seem to be a common saying. In that case, yes, "from rags to riches" is the equivalent saying in English. "From dishwasher to millionaire" is correct English, but not a saying. You would use it if someone started out as a dishwasher and became a millionaire, but not if someone started out as a street cleaner or waiter.
