Da fehlt etwas, sonst ist es kein verständlicher Satz.

It is from the original German document.

Well, it's still nonsense. Go and ask them about it.

Incidentally, and forgive me for asking, how come you ended up with the job of translating this document? You don't seem to be completely at home in either German or English.

The translation doesn't make much sense. The German (the part that's complete) roughly means:

Trainees who go through various divisions of the company, employees and project staff who have left the company were given access that is often not revoked when they leave.

Edit: Yes, that's a good question.

I'd follow Gibson's suggestion but turn the sentence around a bit to make it more readable.

[Access rights] given to trainees who pass through various departments, ex-employees, or project staff, are often not revoked when they leave the company or department.
