Verordnung ist viel zu spezifisch und Regel zu eng gefasst. "policy" ist mehr als eine einzelne Regel.

"The pet policy allows only goldfish." is a single rule, as is "Smoking is not allowed in the building". These are two policies, each embodying a single rule.

The existing entries do not suffice. Does anyone have a better alternative?

A pet policy is the objective of regulating the keeping of animals in a given place. Specific rules may be set up to implement this policy. Thus, the animals allowed can be specified and maybe the conditions for keeping them.

A smoking policy is the set of rules regulating the places where smoking is allowed. This policy may consist in a single rule (no smoking), but it may just as well encompass several rules (given times and places for smoking).

If a policy is the abstract concept that is implemented or written down as a set of rules, then it sounds like the word "policy" is frequently misused, at least in AE. Is it?

If the title of a document were "Pet Policy" or "Smoking Policy", how would you translate it?

If I had "a policy of requiring my child to be home by 10PM", how would you translate it?

Bei mir gilt der Grundsatz/die Regel, dass mein Kind um 10 Uhr abends zu Hause sein muss.

"to have a policy of" is a set phrase with a separate translation. "Regel" works within this phrase, but the meaning here is "habit" rather than "rule".
