Comment | 'Sheltered' presumably doesn't mean just a roof over their heads, even though it may sound like that to us in AE.
At a guess, 'sheltered accommodation' might be BE for what we call 'assisted living' in AE -- most meals and weekly housecleaning provided, and some help as needed with bathing, dressing, getting around, etc., but below the level of skilled nursing.
'Village' might be like a self-contained mini-city with extra amenities, like shops, restaurants, special-events facility, golf course. There are such places, no doubt, but only for pretty wealthy seniors.
For just a facility with different stages of care, like a skilled nursing home, assisted living, and independent living apartments, we might call that a retirement complex, or more technically within the industry, a continuing-care facility. It's all a fast-growing area and the terminology follows the changes in the field.
