If I remember rightly Tie Wrap is (or was?) a trade mark name for a Kabelbinder made by Scotch (3M):

It is a term not sufficiently widespread for it to have become the generic name for Kabelbinder, (as Hoover is for vacuum cleaner, or Kleenex for paper handkerchief), but it is the usual everyday term for it in electrical, wiring, cabling, concert, lighting contexts (or any contexts in which Kabelbinder are used.
I would not hesitate to say that I knew of no other term for these things when I first started using them than Tie Wrap
