"red herring" beschreibt m. E. einen Köder, einen auf eine konkrete falsche Fährte locken soll, während eine Nebelkerze dafür sorgt, daß man die Spur, die man verfolgt hat, verliert (es werden ja keine falschen Fährten gelegt) und erst einmal umständlich suchen muß. Daher halte ich "smoke screen" als Übersetzungfür den bildhaften Ausdruck für sinnvoller.

"red herring" IMO describes a bait that is used to actively sidetrack someone so that he is losing the original trail whereas a smoke screen causes you to lose the track (after all, you aren't getting actively sidetracked) so that you have to rediscover it long-windedly. Therefore I think that "smoke screen" makes much more sense when used figuratively.
