Gibt's da einen Unterschied in der Bedeutung? Wenn ja, welchen?

'to plan to' is definite and 'to plan on' is indefinite.

    For instance:

"We're planning to move to New York next week. We've already found an apartment there." (definite)
"We're planning on moving to New York some day but we haven't decided yet when exactly." (indefinite)
