    sagging or dropping one's pants means to wear the pants below the hips; it's been a trend for a while now and causes the rear ends to sag. Messing around simply means having fun, playing around, etc.

    Oh, you wanted a translation! Sorry. I don't know if there's a trendy term for this type of pant-wearing, but if not, I'd just say "Ich trage meine Hose extrem lose und habe meinen Spass dabei" or something like that. Maybe some German hipster can clue us both in.

    Could it be a typo for:
    I was snagging my pants messing around.
    Although I would write that as:
    I snagged my pants (whilst) messing around.

    Or maybe it is meant in the sense that the person pulled their pants down shortly (sort of like mooning someone)
