Ich wage mal einen Versuch:

Die Regel sollte sein: klein.
Trondheim is north of Oslo.
The city is in the northern part of the country.

Nur wenn es sich um Eigennamen handelt, wird groß geschrieben, wobei es Auslegungsspielräume gibt:
He lives in Northern Germany (Norddeutschland als Eigenname).
He lives in northern Germany (= im nördlichen Teil Deutschlands).
He lives in the northern part of Germany. (nur klein, da der Ausdruck in keinem Fall als Eigenname angesehen werden kann.)
Auch der Nordpol wird sowohl als Eigenname als auch als bloße Beschreibung angesehen.

Eine Frage noch; the north part - ist das zulässig für "Nordteil"?

Klingt für meine Ohren falsch. Da würde ich immer sagen "the northERN part".
