Having spent time in the UK and having received the odd letter or e-mail from people there, I am unfamiliar with the O thing. It's either 1, 2 or 3 Xs.
Xs are meant to denote kisses and the more you get the more affection the bestower of Xs wants to shower you with, 3 Xs being reserved for people in love or family. Obviously the rules may vary (especially among other age groups) but that's how I learnt or at least understood it. So good friends would get one X, closer friends XX and only people one is exceptionally close with (boy/girlfriend/family) get 3 XXX. But please correct me if I'm wrong!

ps: I'm actually not sure on the family thing as I never send my family any Xs what with them being German :-)

In my experience there is no special meaning attached to the number of x's. Generally, though, the more kisses the better ;-)

The standard greeting is not three x's. Don't know why someone would get worked up over xx as opposed to xxx, unless they had some understanding -- or I am unaware of the code.

Families sometimes sign Christmas or birthday cards with an x for each child in their family.
A single x can represent a 'serious' kiss or simply a kind of friendly greeting, it depends who it comes from. i.e. you get x's from people you would never kiss when you meet them in person. Just like writing "love from" (or even in German "_Liebe_ Frau Soundso") -- doesn't have to mean anything particular.

Probably because the girl used to get more Xs from her ex-boyfriend when they were still together and the fact that he's reduced the number of Xs just because they're no longer together upsets her. That's women for you ;-)

XOXO is hugs and kisses...and I agree, the more the merrier. I would avoid just putting THREE BIG X's (XXX) together, personally...I'm sure the intended recipient would know better, but the similarity to the sign used on porn films is just too close for my own comfort. :)
