Comment		Both are possible. It's a separate clause forced to the front of the sentence, so in theory you should use the comma, but when it's only a mini-clause you don't HAVE to use the comma. I would use the comma where you want to emphasise the "in my opinion" part by providing for a little pause with the comma.
